Marco Rubio has come a long way. Once derided as “Little Marco” by Donald Trump during the 2016 Republican primaries, the former Florida senator now holds—at least on paper—more diplomatic power than any U.S. official since Henry Kissinger. His onetime rival, President Trump, has named him acting National Security Adviser following the departure of Mike Waltz.
